Ceu Mateus is a Senior Lecturer in Health Economics at Lancaster University.

Ceu's research covers topics in economic evaluation such cost-effectiveness and cost-utility analysis, costing, health related quality of life, variations in medical practice, patient classification systems, and analysis of organisational efficiency.

She has a degree in Economics (1993), by Lisbon University, Portugal, a MSc in European Social Policy Analysis (1994) awarded by Bath University , and a PhD in Public Health/Health Economics (2010) by Nova University of Lisbon, Portugal. After completing her MSc, Ceu worked for six years in the Portuguese Ministry of Health where she was responsible for the hospital's funding model. From 2001-2014 she was Assistant Professor at the National School of Public Health (Nova University of Lisbon) in Portugal.

She is one of the experts of the Portuguese National Authority of Medicines and Health Products assessing the introduction of new pharmaceuticals in Portuguese hospitals.
