Research areas are the financing of education and training and the relation between education and employment.

From 2008 to 2013 member of the boards of Skills Australia and the Australian Workforce and Productivity Agency which advised the Commonwealth Minister on skills and workforce development

Formerly director of the Monash University - ACER Centre for the Economics of Education and Training he is currently also an honorary principal fellow of the LH Martin institute in the Graduate School of Education, University of Melbourne
