Simon joined the NFER in May 2000 and has been extensively involved in the production of many types of analyses and has worked closely with Government departments, Local Authorities, schools and other institutions, assisting them with engaging and understanding their data, primarily through the use of multi level modelling techniques. He was lead statistician on the Excellence in Cities and Aim Higher evaluations and was jointly responsible for projects that looked at pupil admissions and the relative progress of pupils in schools that were part of the BSF program. Simon has been extensively involved in many projects that have looked at the impact of initiatives on pupil attainment, attitudes and pupil behaviour. His work and experience has been gained in assisting others to understand variability in outcomes and how this can impact on policy change.

Over the last three years Simon has been the data lead within the Foundation's commitment to the C4EO program of work. This has involved the coordination of many datasets that have been made accessible through an interactive data site. Prior to the NFER Simon worked for four years at the London Borough of Hammersmith & Fulham where he worked in the research & statistics section looking at producing reliable data for its officers and lead members. Much of Simon’s time was spent working with the inspectorate in securing school improvement.
