Steven has a BA with Double First Class Honours in English and International Relations, for which he was awarded the L.F. Crisp Memorial Prize (ANU 2010).

He was also awarded a Graduate Certificate in Research Methods from the Australian National University in 2014.

Steven was awarded his doctorate in International Relations in 2016 from the UNSW Canberra. His thesis examined Australia's procurement of the Joint Strike Fighter.
