Terence Hogarth, Principal Research Fellow, IER has around 30 years' experience of researching UK and EU labour and training markets. His recent work has concentrated on the operation of Apprenticeship systems from the perspective of employers and apprentices. Since the mid 1990s he has directed the Net Costs / Benefits of Apprenticeships to Employers study for the Department of Employment and its successor ministries.

At the end of the 1990s, Terence Hogarth directed the programme of research for the National Skills Task Force on England's skill needs which included the first (National) Employers Skills Survey which he was involved in designing. Between 2002 and 2008 he was joint editor of the Skills in England annual publication.
