State government scholarships for US college students may not achieve their goal of retaining educated workers.
A study of census data concluded that merit-based scholarships, worth 3.9 billion two years ago, had little effect on long-term graduate behavior.
Graduates were significantly more concerned with factors such as family obligations and job offers.
