Bernard Deschamps, CPA, is a PhD candidate in environmental science at the Université du Québec à Montréal (UQAM). His ongoing research focuses on the role of municipalities in flood risk-sharing and he intends to propose an optimal flood risk-sharing scheme involving municipalities. Bernard has more than 30 years’ experience in insurance and risk management. During his career, he helped create La Mutuelle des municipalités du Québec, a specialty mutual insurer dedicated to municipal risk management and risk transfer. Bernard holds a master’s degree in public administration (MAP) and a postgraduate certificate in accounting and he is a Certified Corporate Director (ASC).
