Javier Barnes is full professor (catedrático) of administrative law at the University Pompeu Fabra in Barcelona, Spain. He is recipient of 2016/2017 International Research Humboldt Award (“Humboldt Prize”).
His research focuses on comparative administrative law. Amongst his most influential works are Administrative Procedure and Judicial Review in Comparative View; Property, expropriation and state liability; Proportionality Principle in Europe; New challenges and Developments in Administrative Law, and Third Generation of Administrative Procedures.
