Researcher, NYU Brennan Center, New York University

I am a legislative studies specialist. My research, writing, teaching and public sector work focus on civic engagement and democratic governance. As a researcher on the elections and government team at the NYU Brennan Center for Justice, I explore structural challenges to American democracy. The research informs the advocacy work of the center. During Spring semester 2022, I will be teaching graduate and undergraduate courses at New York University and Georgetown University.

I hold a PhD in politics from Oxford University. My book "The Evolving Branch: Who Congress Hears and How it Listens" (Columbia University Press) is set to be published in late 2022. The book is based on my PhD dissertation, and explores U.S. congressional committees as a focal point for legislative learning and deliberation

I am also lead author and lead researcher of the forthcoming global parliamentary report, a joint project of the United Nations Development Program and the Inter-Parliamentary Union. The report (which is scheduled for publication in March 2022) explores how to strengthen the relationship between parliaments and the citizens they represent.
