Professor Ming Hsu Chen is an expert in immigration, citizenship, and the regulatory state. She has spent 15 years researching and teaching these subjects and is author of Pursuing Citizenship in the Enforcement Era (Stanford Press 2020). She is Professor and Harry & Lillian Research Chair at the University of California Hastings College of the Law, San Francisco and Faculty-Director, Center for Race, Immigration, Citizenship, and Equality (RICE). She is on leave from the University of Colorado Boulder.
