Professor of Law, University of Tromsø

Øyvind's research interests are indigenous people’s law, human rights law, property law, land consolidation and legal history. He completed his doctoral degree (Doctor of Law/ Dr. juris) at the Law Faculty, University of Tromsø (now UiT The Arctic University of Norway) in 2008.

He has been a visiting scholar (studies of land reform and Russian land legislation) and guest Lecturer at Faculty of Law, State Pomor University, Arkhangelsk, Russia (1995) and visiting scholar at University of Montana, Native American Studies Department, USA (2011–2012). Øyvind holds an adjuct professorship at The University of Lapland, Rovaniemi, Finland. Currently he is a visiting scholar at University of Wyoming, American Indian Studies, USA

He is Editor-in-chief, Arctic Review on Law, and Politics and he has been deputy member, board of Center for Sámi studies and Head of the Research Group on Sámi Law at UiT/The Arctic University of Norway.
