Sofian Effendi

Dr. Effendi has accumulated a total of 35 year of solid experience working in various teaching, top university management, and in the national government of Indonesia. He has served 6 years in policy making positions at the national bureauracy, among others as Assistant to Minister of the State for Science and Technology, Assistant to Secretary of the State, and Executive Secretary of the National Research Council. In 1998 Dr. Effendi was appointed Head of the National Civil Service Agency, that is responsible for the management of 4.1 million civil servants of the country. During his tenure at NCSC, he spearheaded the formulation of a national agenda for Indonesian civil service reform, and was responsible for the introduction of a new legal framework for a meritocratic public bureaucracy.
