Terry Babcock-Lumish

Visiting Scholar in Public Policy, University of Delaware

Dr. Terry Babcock-Lumish is President of Islay Consulting LLC, an economic, policy and political consultancy she founded in 2005 to meet the needs of innovative clients committed to effecting positive change, from local to global. She has worked in local, state and federal government, most recently as a Presidential Management Fellow in the President’s Council of Economic Advisers. Upon leaving the White House, she served as a researcher for two books by former Vice President Al Gore. Her recent years' academic affiliations include the United States Military Academy at West Point, Harvard Law School, the University of Arizona, the University of Delaware, and the University of Oxford, where Babcock-Lumish earned her doctoral degree as a Truman and Clarendon Scholar. While at the City University of New York, she served as the founding Director of Public Policy at the Roosevelt House Public Policy Institute, dedicated to education, research, and civic engagement, in the historic New York City home of Franklin and Eleanor Roosevelt.​ ​
