PhD in Political Science at the University of São Paulo, master and bachelor in public administration at Fundação Getulio Vargas. Coordinator of the Bureaucracy Studies Center (NEB). Professor at the National School of Public Administration, ENAP. She is a researcher at the Center for Metropolitan Studies (CEM) and Associate Researcher at IEPS (Institute for Health Policy Studies). Coordinator of the Thematic Area State and public policies of the Brazilian Association of Political Science (ABCP) and research director of the National Association for Education and Research in the area of ​​public policies (ANEP / CP). She was a visiting professor at the University of Aalborg (Denmark) in 2019. She works mainly in the areas of public policy, bureaucracy, implementation, and government management. She has published articles in international journals in the area of ​​health and public administration. She has more than 10 books and 35 published papers in peer-reviewed journals.
