Jacqueline Baxter is Lecturer in Public Policy in The Department for Public Leadership and Social Enterprise (PuLSE) at the triple accredited Open University Business School and a senior fellow of the higher education academy.

My interests lie in the area of public sector leadership,accountability, governance, and school inspection - exploring the and challenges faced by public services in the UK. I am also interested in the role of women on public service boards, gender equality and the role of trust in governance.
I have recently published books: School Governance : Policy , Politics and Practices (Policy Press, Bristol) and am about to publish an edited collection on school inspectors : School Inspectors: Policy implementers , policy shapers in european contexts.
