Francis founded Economists at Large in 1989 when he saw the need for businesses, environment, community groups to speak the economic language of government - if they were to be successful in public policy formulation. He left his career in the financial markets and at Federal Treasury to become the first Economist at Large. Over the years, Francis has worked as an advisor or author on a range of projects and papers investigating cost-benefit analysis, environmental valuation and sustainability, tourism, major developments and natural resources.

Francis is now one of four Directors at Economists at Large and acts in an advisory role.
He also co-founded and was Head of Research at the AuSSI index(the worlds first country focussed sustainability index) (presently used by Unisuper for its sustainability investments - http://www.sustainability-indices.com/index-family-overview/djsi-family-overview/index.jsp#tab-3) and the related Australian and International Sustainability Leaders Equity Index Investment Funds, as they grew from 2000 to 2013 with total funds under management of approximately $1.5b. As an investment fund it used the Dow Jones Sustainability Index to rate corporate sustainability and corporate social responsibility performance and structure investment portfolios based around that analysis.
