Hilal Elver is a research professor at UC Santa Barbara and Global Distinguished Fellow at the Resnick Food Law and Policy Center UCLA School of Law. She is an expert in international human rights law, as well as international environmental law. From May 2014 to May 2020, Elver served as the Special Rapporteur on the right to food, responsible for carrying out the right to food mandate as prescribed by the United Nations Human Rights Council. She is currently serving as an appointed member of the Steering Committee of the High Level Panel of Experts (HLPE) at the Committee on World Food Security and Nutrition (CFS), and she is currently a Research Professor and co-director of the Project on Global Climate Change, Human Security, and Democracy housed at the Orfalea Center at the University of California Santa Barbara.
