Graham leads the Bureau's Strategy and Performance Group, and prior to mid-2017 the Environmental and Research Division that develops and applies advanced scientific knowledge related to weather, climate, oceans and hydrology to build world-class systems and prediction services to support decision-makers in government, industry and the community.

He has also been a Non-Executive Director and the Independent Chair of the Australian-China Joint Centre on River Basin Management.

Graham has served in both the public and private sectors, in various executive, corporate, technical and operational roles.
