I am chair of the Public Management and Policy department in the Andrew Young School of Policy Studies at Georgia State University. I am a National Academy of Public Administration Fellow and winner of the Charles H. Levine Memorial Award from American Society for Public Administration and NASPAA.
My research focuses on public employees, diversity, and public opinion. I study the impact of sex, race, and sexual orientation on the career patterns of public employees. My research on lesbian and gay rights includes several studies on public opinion, as well as work on the impact of government policies on the employment and pay of lesbians and gay men.
