Victor doubles as an atmospheric physicist and meteorologist, with a specialty in weather and climate extremes. His research involves understanding the complex interactions in the climate system associated with weather and climate extremes. It also involves climate risk assessment for national planning and disaster preparedness to reduce the impact of potential climate risks in the future.

He earned a Ph.D. (Atmospheric Physics) from Imo State University, Owerri Nigeria in 2015, and obtained another Ph.D. degree in Meteorology from the Chinese Academy of Sciences, China in 2018. His MSc (Atmospheric Physics) and BSc (Physics) degrees are both from the Imo State University in Owerri, Nigeria, which he obtained in 2011 and 2006, respectively.

After completing his post-doctoral research at the Institute of Atmospheric Physics, Chinese Academy of Sciences, he works at the same institute as an associate professor.

His career objective is to contribute to the scientific understanding of climate change and to use that understanding to inform and guide efforts to mitigate its impacts and build a more sustainable future. He has taken part in several collaborative research activities, through which he has published widely in his area of expertise.
