I have been writing for twenty years about legal identity and belonging in 19th and 20th century Australia and the implications for the right to belong in modern Australia. My work has been cited in critical 'aliens' cases in the High Court of Australia including Singh (2004), Love & Thoms (2020) and Chetcuti (2021). I am co-editor of Subjects and Aliens - Histories of Nationality, Law and Belonging in Australia and New Zealand, to be published by ANU Press in 2023. I was Principal Lawyer in aged care law with the federal government for over a decade. In a previous career I was Director Strategic Policy with the Department of Defence. I wrote Kim Beazley's speeches when he was Defence Minister and worked on the seminal 1987 Defence White Paper which articulated a policy of defence self-reliance for Australia.
