Tom studied for his BA in Politics at the University of Sheffield, before completing both his MA in War, Violence and Security and his PhD in International Relations at the University of Sussex. In 2014 he was appointed Teaching Fellow at the University of Aberdeen in the department of Politics and International Relations. His book Empires of Remorse: Memory, Postcolonialism and Apologies for Colonial Atrocity is published by Routledge.

His research interests indlude: Collective memory and memory studies; colonial discourse and postcolonial theory; post-conflict reconciliation and political apologies.
