Tom Chivers is a Research Associate with Cardiff University, working with the PEC's ‘Public Value in Arts, Culture and Public Service Broadcasting’ area of work. His research is focussed on Public Service Broadcasting (PSB), analysing how policymakers can sustain the public value of UK PSB in the context of emerging media technologies, changing audience habits, and new market conditions.

Tom holds a doctorate in Media and Communications from Goldsmiths University of London, where he lectured on media history. His 2021 PhD thesis analysed the dynamics of UK media policymaking through a study of BBC Charter review and post-Leveson press regulation. He has previously worked with the Media Reform Coalition and the 2015 Future of TV Inquiry, and has published articles on media plurality, BBC governance and the future of the TV licence fee.
